President
Dr. Mounir Rached is President of the Lebanese Economic Association, which he has served since 2007 as board member, vice president, director of projects, and president. He holds a Ph.D. from the University of Arizona (1981) in international finance, monetary and fiscal policy, and econometrics.
From 1983 to 2007, Dr. Rached was Senior Economist and Resident Representative at the International Monetary Fund, where he evaluated the economic and financial performance of member countries, designed financial and structural reform programs, and led training in financial programming, monetary and fiscal policy, and external sector analysis. He previously served as an economist at the Arab Monetary Fund.
Since returning to Lebanon, he has been Financial Advisor to the Prime Minister of Lebanon (2020), World Bank Fiscal Advisor at the Ministry of Finance (2014–2020), and consultant to the Ford Foundation, UNDP, and IDRC-Canada, notably co-designing a universal non-contributory pension scheme for Lebanon’s elderly. He lectures in the Master of Science in Energy Studies program at the American University of Beirut, where he developed a graduate course on energy economics applied to Lebanon. His published analysis spans fiscal reform, debt sustainability, the financial crisis, and power sector reform.
